As a basis of negotiations His Majesty's Minister
at Peking might in the first place claim the right to register and protect in China British subjects of Chinese
origin
(a) born in the Colony of Hongkong or in the Straits
Settlements (
the father having been previously
naturalised

(b) born in the Colony of Hongkong or in the Straits
Settlements of parents of Chinese origin who were themselves British subjects having been likewise born there and have their domicile in Hongkong or the Straits Settlements,
(e) born in the Colony of Hongkong or in the Straite
Settlements of Chinese parents who were resident there at the time of their cession to the British Government and who have continuously since birth had their domicile in the Colony of Hongkong or in the Straits Settlements, (d) born in the Colony of Hongkong or in the Straits
Settlements of Chinese parents provided (i) they take the oath of allegiance on attaining their majority, or (ii) they obtain a certificate from the Chinese Ministry of Interior divesting themselves of their Chinese
nationality.
5. If he were successful in obtaining an arrangement with the Chinese Government by which these classes of persons receive recognition by the Chinese Ministry of Interior as British subjects, even when in Chinese territory, on condition that they make application to one of His Majesty's Consular Officers in China for registration and protection as British
subjects
